TIME4CS Evaluation and Impact Assessment Plan Published Now

In December 2021, Time4CS published its evaluation and impact assessment plan. This documents describes the evaluation approach that Time4CS partners will use throughout the project to assess the progress of implemented institutional changes in the participating organisations and to understand mutual learning effects between Implementers and Front Runners.

With this aim, a first set of indicators was developed along the four intervention areas: “Research”, “Education & Awareness”, “Support Resources & Infrastructure”, and “Policy & Assessment”. These indicators were also used during a first stocktaking exercise conducted with the four Time4CS Implementers and are presented in this document. This stocktaking exercise had the purpose to understand the current situation and baseline with regard to institutional changes in the Implementer organisations before starting the design and implementation of the Time4CS roadmaps and Grounding Actions.

The evaluation plan also contains a set of data collection instruments that will be applied for

  • the summative evaluation of the project’s benefits in participating organisation and

  • the formative evaluation of the implementation of roadmaps and Grounding Actions that helps to iteratively shape the Grounding Actions, the training formats, encounters and materials developed by the project, trying to detect the non-conformances that may occur during the implementation process as well as drivers for engagement and usage.
